you can grab a better thrower than kaepernick in the late rounds in most drafts, there are plenty of running qbs if you want one as well

Teams don't want a back-up who generates a media circus, and they don't want one who thinks he should start. There were a few teams for whom his fit might make sense (e.g. Seattle) at the time, but they decided the drama was too much.

What Gabbert and others do right is that they act the part. They understand that they're glorified clipboard holders there to assist the starter.
