“No federal funding will be used directly or through subsequent reimbursement of grantees to put pipes in safe smoking kits,” Health and Human Services Secretary Xavier Becerra and White House drug policy adviser Rahul Gupta said in a statement.

The original proposal funded “safe smoking kits/supplies”, which normally contain crack pipes, and an HHS spokesman initially said the kits would include pipes. But after the media firestorm, the HHS is now specifically excluding crack pipes from the kits.
Jen Psaki then gave a press conference boldly claiming that crack pipes were never part of the kits and reporting on it was misinformation, even though it was the HHS themselves that said crack pipes were part of the kits.

I guess ending the war on drugs isn't really a conservative policy wish list.
back to billions chasing crack pipes, and mass incarcerations even though other countries de criminalize and do much better.
The US as usual too stupid to solve problems even though other countries do it just fine with less resources.

That is treating the symptom.
Remove what is causing so many to seek escapism.
There will always be some, but never at current levels.
