And the stuff you are worried about, ie, people being framed etc for political reasons, that just means we need to have a better system and better, more fail-proof ways to arrive at the conclusion that someone is definitely guilty. You can't let murderers and rapists walk just because you think there is a small chance that it was a set-up.
Nobody will argue that justice is not important.
The problem I see is that the tools that are or will become available to us to actually tackle this are deeply immoral in what we consider "free society".
Total authoritarian control like in China with total CCTV and cellphone spying could provide an almost fail-proof way that you so desire.
I would argue that the inherent privacy of the individual trumps the benefit of this. That's why the best choice for serial offenders of this nature is incarceration for life.
I also agree with the legislature in many European countries where no matter the offense you cannot get life sentence on your first offence (max 25 years I think).
That's just my opinion though.
