what i don't get... when the election was cheated at all, why do you try to just identify the cheated votes instead of punishing the cheater and make a new election? In sports the cheater would be banned from taking part again at all... even for one cheated vote. here we are talking about 100ks to millions of (possibly) cheated votes.
