Being united on a nonstarter plan isn't a way to negotiate a compromise. Republicans were 'united' when McConnell was the grim reaper blocking everything Obama wanted to do, it was obstructionism not dealmaking.
If all the Democrats lined up for a coronavirus relief bill that instituted the Green New Deal, defunded all the police and made estrodial injections mandatory for young boys, it wouldn't be the GOP senate's fault when the bill dies
At the end of the day it takes two to not-tango.
Unfortunately, the GOP caucus is divided on whether or not there should BE a bill. Once the GOP is united with their terms, you can begin negotiations.

Unacceptable. If the legislature fails, it's not the job of the courts or the presidency to bail them out. They must face the music.
