Biden is the exact kind of candidate that appeals to those people. Look at all of the "Biden is a racist because of the superpredator legislation" comments. He's not some bastion of liberalism. He's a middle of the road Democrat with a long history of doing things that Republicans love.
He has a long history of adjusting to the zeitgeist. When the ideology and policies of a party shift, some politicians shift with them, others stick to their principles and beliefs. Biden has none of those, he has always been very flexible and most concerned with staying in the middle of the Democratic party. Since the Democrats have massively shifted to the left on a lot of issues over the past 4-10 years, in many cases to the point where sizable shares of the party and its base support batshit insane policies, Biden's lack of convictions is a concern - it suggests that he will generally go along with whatever the left wants, since that's where the energy in the party is at the moment.
By the way: the fact that policies which present-day Republicans like is what the Democratic party pushed for just 20 years ago is strong proof that they have indeed moved to the left.

8-12 years is a LONG time. Colorado and Virginia were considered swing states back then and now they are deep blue.
Virginia is not deep blue. Races for the state house or the governorship are still competitive.
In general, Virginia and Colorado are two idiosyncratic cases. Colorado was a small state (population-wise) dominated by one large metro which has grown tremendously over the past 12 years, with the growth almost exclusively coming from Democratic-leaning constituencies, namely professionals/hipsters/hispanics.
Northern Virginia is booming thanks to the growth of the capitol metro, it's chock-full with consultants, lawyers and staffers. It is also chock-full with high-income government employees. These people naturally lean toward the party of big government, i.e. the Democrats. Basically, the D+43 partisan lean of DC has increasingly spilled over into its Northern Virginia suburbs. Obama ballooning the federal bureaucracy has really exacerbated this trend.
The rest of Virginia, outside of the DC suburbs in its northern tip, has largely remained static in terms of partisan lean (but with increased polarization between rural and urban areas).
