Not really. He spends most of his time trying to work on his public image or trying to give "wins" to the various factions of his coalition. Pissing off liberals is a collateral benefit.

Pissing off liberals is the only win they care about.

Look, I understand that you typically side with right wing intellectualism and I'm in the same boat as you. However, the Republican party has rejected almost all the conservative intellectuals. The ones they haven't rejected tend to be quiet and will say something along the lines of, "oh well I don't defend everything Trump does but I will absolutely side with him when he's right."

Everyone wants small government where they don't want government, and want bigger government where they want.

Small government isn't a statement of wanting government to be less, it's usually used by right wingers to say they want government less in the economy and more involved in social issues.
