You cant create trust or solidarity with a decree, cant create it out of nowhere. Trust needs to have a tangible basis in common interests, a shared history, shared preferences/tastes/culture or a shared vision for the future.
Generally speaking, social and political science is in unambiguous about the finding that all across the world and all across human history, heterogeneity has always been detrimental to trust and to building up social capital. Tribalism is deeply ingrained in human nature, and can only pushed back by a conscious effort to a certain, limited degree. Why do you think the forces with the least interest in solidarity and a strong degree of redistribution are the ones pushing for policies that disempower the homogeneous nation state and try to heterogenize it?
