Oh, I totally agree with your take. Establishing quid pro quo is not that bad on its own. It's really common place in foreign policy. But when it's a quid pro quo that risks harming American foreign policy interests (withholding military aid to Ukraine strengthens Russia's position in the region) in order to achieve a corrupt, personal goal (finding proof for misconduct by his political rival Biden), that's pretty damning.
I dont think that the pro-Trump part of the public will feel lied to or end up supporting removal over this, but it definitely strengthens the Democrats' case.
As I said in the impeachment thread: I dont think the Dems themselves belive that they will get Trump removed from office with the Ukraine scandal - but they hope that he ends up battered and bruised and weakened going into election year. Establishing a quid pro quo which served a goal that can easily be interpreted as corrupt will accomplish that.
