A disparity existing in drug arrests does not prove systematic racism.

There are many factors in play.
Under-reporting/lying about drug use, being stopped for other crimes they disproportionately commit and having drugs on them, differences in where they buy/use drugs(streets/strangers vs own/friends house), repeat offenses. etc.

Furthermore accusations of systematic racism in marijuana arrests do not remove the facts highlighted in the video that show the grossly disparate violent crime rates, unless you are suggesting thats all due to racism?

It doesn't necessarily have to be "targeting a certain race", but rather can be certain demographics disproportionately being incarcerated and all the various nuance therein. One of my favorite resources that has explored this topic is The Sentencing Project.

To give just one example of an actual law/practice that is racially motivated would be the sentencing disparity between crack v. powder cocaine, which used to be 100:1, but was changed in 2010 thanks to the Fair Sentencing Act to 18:1. Which although certainly better than 100:1, still is a problem. Not coincidentally, black people tend to use crack v. powder cocaine more and as a result face longer sentences for the same drug.
