I like this idea, and think this is how things should be. But in practice, I think consequences of policies can take many, many decades to manifest. Long after the decision makers are gone.

No to age limits. There are also guys who are still as sharp as ever well into their 80s, like for example senator Chuck Grassly from Iowa.
Yes to term limits, which automatically solves the age issue in Congress, but also helps against corruption and a lack of fresh leadership.

My proposal would be a limit of 3 terms for Senators and 9 terms for Congressmen. A maximum of 18 years in Congress would be sufficient for politicians to leave their mark and pursue their legislative priorities with a long-term focus. It would also be long enough for freshmen to rise the ranks and make it to leadership, but at the same time force leadership to build up successors in time. There would be new leaders and new ideas about once in a generation, instead of having 2 or 3 consecutive generations of Americans being ruled by the same old faces (Pelosi, Schumer, McConnell). And last but not least, it would make it much harder to become a career politician. Those who make it to Congress at a young age would be forced to think about what they want to do with their life post-politics instead of banking on ossifying in their office until the day they die.
