I think that for practical reasons, male to female transsexuals shouldn't be in the same prison as cis women, because they can rape the females and babies would be produced, which would cost taxpayers money. In fact, this has happened before. So the practical thing to do is to keep them separate. I mean, nobody wants their taxmoney to support more things they don't want.
Someone mentioned that trannies might get raped in a male prison. I think this can be avoided by keeping the trannies in isolation from other inmates. Of course, this would cost money too, but it's better than the procreation of prison babies.
