Regarding slowly reopening, I really like the system we're using here in Germany: all of our counties have to keep track of their new cases, and when the 7-day incidence per 100k exceeds 50 cases, then this county has to delay the phasing out of restrictions, or even re-impose some restrictions. This way, local outbreaks dont drag down the entire state or even the whole country.
That's some really smart and nuanced governing.
I also like the way Texas Governor Greg Abbott has handled COVID-19 restrictions in one aspect. From the onset, rather than issuing state-wide policies for the huge state, he left it up to local and county governments to decide what measures they wanted to take.
Sure, that local approach could result in disjointed government with ramifications for sorrounding larger regions, but I also appreciate the flexibility in light of some states who shut down entire business sectors despite some smaller counties of those states having hardly any community spread.
