The founding fathers did not intend to allow places like Detroit to exist when they wrote the founding documents. I think minor changes need to be made in order to account for these new patterns. If the violence wasn't so perpetually high in these areas, I would agree with you fully. The violence in these areas often spills over into surrounding areas, so the notion that peers could also be in nearby towns isn't a bad estimate either.

In big cities, you can look up about a dozen trials of someone tripping on a dilapidated sidewalk and suing the city for millions. Juries there have a habit of awarding as much money as possible because they don’t see the downside of such an act.

These aren’t things that are reported on by the media but if you exist in the circles of state law you can ask district attorneys etc. I know I’m asking you to go out on a limb, but this is the situation in big cities today.
