The ship was not used due to a miriad of shitty guidelines - my favourite one of them being having one of the 49 listed medical conditions made you unable to board the ship.

The reason they didn't use the hospital ships is because of red tape. They couldn't get permission to bring patients on board.

I've asked about a dozen people so far from all stripes what alternative there was to sending elderly patients back to nursing homes. Best I've gotten is "make a tent city in New York in winter".
