The stat isn't even comparing apples to apples. It's comparing the percentage of respondents saying that Trump is protecting (or trying to protect) democracy with Biden's approval rating. Generally speaking, we can assume that there would be a sizeable slice of the electorate that does not approve of the job Biden is doing, but would still vote for him (again) in a rematch against Trump. Disapproving of Biden does not rule out the possibility that the same respondent has an even lower opinion of Trump.
These numbers essentially represent an absolute floor for the support of both guys, but don't tell us all that much about the stance of the decisive middle ~20-30% of the electorate.
