If you have a reasonably healthy population like in Scandinavia it might work. They look after themselves you know. Better ban smoking / drugs / soft drinks / fast food in the US just to name a few things before considering something like that.

Ohwait you're one of those advocating decimalization of all types of drugs, why am I even trying lol. Just forget this it'll never work.

Having a healthy population doesn't enable a good health care system, a good healthcare system creates a healthy population.

You are describing the current system.

When you start fixing the problem you almost immediately decrease cost and increase economic output.
