that depends on how you're defining "lower level". and what the charge is with regards to elections.
for the charges in PA filed to invalidate post Nov3rd counted ballots, for example, correct.
for fraud charges, fraud is fraud, even if its election fraud.
the charges filed vary much, and many are issues that local courts cannot decide, thats true. but its not universally true.
