Job market has been tough as shit for my entire adult life. If anything the issue is hiring based on connections instead of skills. I dont know any companies who have been accused of hiring degrees over skills unless it's just for an entry level job that doesnt have any specific skill requirements.

I think this is a great initiative. Even beyond just access to jobs, there's also a pay differential for jobs based on whether someone holds a degree, including jobs where the person's degree is in no way relevant to the job.

The 1 and only time I ever worked a shitty private-sector office job was as a transcriptionist, and I was paid more than my counterparts at the time who started at the same time I did purely because I possessed a BA in Psychology.

That's just the sensible thing to do.

And like the article already said, it can be expected that minorities applying for a public job will benefit disproportionately from no longer being blocked by the lack of a degree. (For certain jobs where a degree indeed isnt necessary.)
