If you think there's an issue with people not swarming to $15 jobs with no benefits, advancement, or stability, then you're just not considering all the factors. Most people would be better off looking for better employment. If we're going to say "minimum wage shouldn't be enough to support a family", then there's no reason to expect people to flock to minimum wage jobs.
"Better" is relative to things like cost of living & various good prices. It's not just minimum wage jobs. Where I live factory jobs, driver jobs, whatever you could make 18-20 to start, and there's still a fuckton of vacancies.
When the choice is to work 40 hours a week to make 800 gross or sit on unemployment and make 600 and maybe find some side hustle to make another few hundred bucks the choice is easy.
