Should it cost that much to fund a campaign? No, but it does. The GOP wants to raise $1 billion because they assume Clinton will, and they're failing because Trump isn't holding up his end. Now the GOP thinks the number is $1.5 billion, even as Trump lowers his goal to $300 million (he probably wouldn't even hit that without self-funding).

The advertising budget is just one part of the operation, though it is of paramount importance to the Republicans since they rely so heavily on negative TV ads to get votes. Trump doesn't need $1.5 billion but he does need several hundred million on account of all the things national campaigns are expected to finance. Trump doesn't have those things, literally any of them. He's basically relying on the RNC's field staff and their COH, and the ads being run by big-money outside groups, in hopes that someone else, literally anyone else, will win this election for him.
