Well then you change the constitution or define arms. Unless you are a violent criminal, gang member or have a serious mental condition etc. then I don't see why its anybody's business to tell what others may have as arms.

If you point out to school shooting or something like that then a minor is obviously should be restricted because they are not yet mature to be responsible with a weapon.
