This is not about projecting strength and status, this is about respect for his host and colleague. A trim appearance is part of the protocol of state visits, and appearing like a slob on such an occasion just disrespects both his host and his own office.
I dont mind politicians wearing casual clothes during everyday press conferences or even in an ordinary session of parliament - but during the formal parts of state visits, they better suit up.
