Indeed. If every abuse situation was handled this way there probably wouldn't be riots regularly. Instead we have prosecutors admitting they didn't try to get an indictment, hidden evidence, moving officers around to keep them safe from liability, etc. etc.
and that's not mentioning police literally being allowed to steal from you to fund their department through civil asset forfeiture, and police being able to steal your things without liability (an actual case) and beat you to an inch of your life on your own property without liability through qualified immunity.
It's unfortunate, but we've got a lot of work to do to clean up the police system as a whole and one extreme abuse case being handled in an acceptable manner doesn't mean the system is clean.
