the point isnt to change just ONE thing, its to change THAT one thing. shift liability from on the public tax payer to on the individual policeman. then find a balance where policeman still want to be hired for that job.

99% of cops never kill anyone, 90%+ never have a use of force complaint. why would you be afraid of insurance you're less likely you use than car insurance. most drivers use car insurance a few times over their lifespan, most cops would never use theres. just like many doctors never have to pay large claims if they dont goof up. plus insurance companies would litigate the cases, not the state, saving more money.

and higher pay would mean higher qualifications for new hires, another win. more 120 credit degree hires is shown to lower use of force lawsuits.
