Unless you post more information I am going to assume that all of them are suspected and none are confirmed, and any that are confirmed are clerical error.
Well, if you look at the article he's referencing, one would find that:

So, the whole "10,000 returned ballots" means exactly that: They were returned. It doesn't speak to how many of them were rejected v. being counted.
