Biased? Perhaps. But the sheer glee in her voice when she describes the power and abuse the justice system can dish out against innocent people is notable and alarming.

She has clear authoritarian tendencies, I don't think there's any point denying that. Just listen to her talk about the government imposing price controls or taking away patents from corporations. Look at the way she handled the prosecution of minor drug offenses. Look at the way she took a pro-forced-busing position to make a point against Biden.

For the record: Trump also has very obvious authoritarian tendencies. They imho don't rise to the level of fascism, but easily qualify as authoritarian. But then again, when Trump was in a position of power, he, for the most part, didn't follow through on these authoritarian impulses.

She's not "taking glee" in the "power and abuse the justice system can dish out against innocent people". She's clearly referring to the acknowledgement that with power comes responsibility, given that positions of power come with real-world impact on everyday people. One can disagree with whether she has utilized her own power for that purpose, if her criticism of Trump that accompanies that clip is accurate or hypocritical, or much more. But only through bias would one reach your conclusion.

Nah, I watched the clip at 19:00 and black Xistenz is right. In her "swipe of the pen" speech, she was definitely thinking back to all her fond memories of abusing the judicial system.

You mean the thing that people of your perspective routinely identify within her, and that is thus not unique to that clip?
