"The norms of the day" weren't uniform. It was restrictive given the norms of England and Holland, the two places the communities that formed the pilgrims came from prior to that.

They explicitly came to the new world with a goal of setting up an exclusively Christian theocracy with explicit punishment for dissenting.

Well you also have to take into account that they weren't living in Europe with all of its creature comforts. They were a small group in the middle ages establishing a fort in the middle of a wilderness with no reliable trade routes nor source of supplies and no guarantee they'd get help for 2-3 years. And plenty of attempted forts in the New World had failed with everyone dead or worse. Yeah, even if they were a little extra disciplined its a good thing just to help them survive those conditions.
