Why would we care at this point? He always had this habit of rambling about weird, unintelligible stuff from time to time. Most of his supporters ignored it back when he still held the future of the country's politics in his hands, why would they care about it now that he's a lame duck?

I think you mean he's had a habit of just telling bold face lies.

There are a few things it could be referring to:

There were reports of a number of counties having turnout over 100%. Some of them have since been 'updated' to show lower than 100% turnout.

There are studies showing voter registration numbers above 100%, like the one by Judicial Watch that tallied 1.8 million voters above eligible population in a few hundred counties.

Wayne County Michigan had a number of 'discrepancies'

'The board also passed a resolution calling on Michigan Secretary of State Jocelyn Benson, a Democrat, to conduct an independent comprehensive audit of all of the jurisdictions in the county that recorded unexplained discrepancies between the number of absentee ballots recorded as cast and the number of absentee ballots counted.'

My bet is on he caught wind of some of those points and thought it sounded good. More votes than people!! Send tweet.
