Good point. What I also wonder is where economic activity is registered: at the business site, or at the residency of the people creating it.
So, for example, if a physician has his doctor's office in the city, but resides in the neighboring suburb, will the economic value of his activity go to the inner city county, or to the suburb where he lives?
If it's the former, that would explain the statistic since the urban cores are almost universally Dem strongholds.
