The mayor of Oakland, California, on Tuesday announced a privately funded program that will give low-income families of color $500 per month with no rules on how they can spend it.

The program is the latest experiment with a “guaranteed income,” an idea that giving poor people a set amount of money each month helps ease the stresses of poverty that often lead to poor health while hindering their ability to find full-time work.

The idea isn’t new, but it’s having a revival across the U.S. after some mayors launched small, temporary programs across the country in a coordinated campaign to convince Congress to adopt a national guaranteed income program.

The first program launched in 2019 in Stockton, California, led by former Mayor Michael Tubbs. Tubbs, who founded the group Mayors for a Guaranteed Income, has said about six similar programs in other cities should be up and running by the summer.

“We have designed this demonstration project to add to the body of evidence, and to begin this relentless campaign to adopt a guaranteed income federally,” Oakland Mayor Libby Schaaf said.

The Oakland Resilient Families program has so far raised $6.75 million from private donors including Blue Meridian Partners, a national philanthropy group. To be eligible, people must have at least one child under 18 and income at or below 50% of the area median income — about $59,000 per year for a family of three.

Half the spots are reserved for people who earn below 138% of the federal poverty level, or about $30,000 per year for a family of three. Participants will be randomly selected from a pool of applicants who meet the eligibility requirements.

Oakland’s project is significant because it is one of the largest efforts in the U.S. so far, targeting up to 600 families. And it is the first program to limit participation strictly to Black, Indigenous and people of color communities.

The reason: White households in Oakland on average make about three times as much annually than black households, according to the Oakland Equity Index. It’s also a nod to the legacy of the Black Panther Party, the political movement that was founded in Oakland in the 1960s.

“Guaranteed income has been a goal of the Black Panther platform since its founding,” said Jesús Gerena, CEO of Family Independence Initiative, which is partnering with the program in Oakland. “Direct investment in the community in response to systemic injustices isn’t new.”

The idea of a guaranteed income dates to the 18th century. The U.S. government experimented with it in the 1960s and 1970s when Republicans Donald Rumsfeld, later a defense secretary, and Dick Cheney, the future vice president, oversaw four programs across the country during the Nixon administration.

Those studies concluded the money did not stop people from working, causing Nixon to recommend expanding the program. But it never got through Congress.

Decades later, proponents are trying again, only this time it’s led by progressive mayors. The program in Stockton, California, ended in February. An independent review found that after one year of getting the money, 40% of recipients had full-time jobs compared with 28% before the program started.

VANCOUVER, British Columbia (AP) — A man went on a stabbing spree inside and around a library Saturday, killing one woman and injuring six other people in North Vancouver, British Columbia, authorities said.

Sgt. Frank Jang of the Integrated Homicide Investigation Team said a suspect was in custody. He said the man is in his 20s and has had interactions with police in the past.

Jang said officials didn't have any information yet about a motive.

One witness, Steve Mossop, said he and his partner stopped in traffic when they saw a bloodied woman who told them she had just been stabbed. They then saw several victims within about 100 meters (yards) of each other, he said.

“There was a man, there was an older woman, there was a younger woman, a mom — a random group of individuals in the wrong place at the wrong time," Mossop said.

"It seemed like he was just running in a direction, whoever was in his path happened to be victimized,″ Mossop said of the attacker.

On Twitter, Canadian Public Safety Minister Bill Blair expressed shock and sadness over the incident, calling it a “senseless act of violence.”

These people are so dumb, it's like they have no cognitive ability to see the consequences. In reality, such policies if implemented on larger scales will cause even more racism and resentment. Put yourself in the shoes of some dirt poor white person and how you would feel.

SEATTLE, Washington—A well-known Black Lives Matter activist, Democrat, and ANTIFA member Christopher Allen Hamner, 51, is accused of committing anti-Asian hate crimes in the Seattle area, according to Komo News.

Hamner was arrested on Thursday, March 25, for allegedly attacking and threatening multiple victims because of their perceived race, court documents showed.

King County prosecutors charged the 51-year-old of SeaTac, Washington, with a felony hate crime for targeting multiple Asian victims on two separate occasions in March. Hammer, who is biracial, allegedly threatened women and children, one as young as 5-years-old with racial slurs, according to PM.

On March 16, Hamner harassed a woman while she was in her car with two children, ages five and 10. Pamela Cole, the victim, stated in a Facebook post that Hamner screamed, “F—you, Asian b**ch!” Hamner then allegedly jumped out of his vehicle and started “punching his fist together” and started throwing projectiles at her car like a wild monkey. She called the police.

“As a parent, I thought I couldn’t protect my kids and that was the worst thing,” Cole said. She was worried because she didn’t know if Hamner had weapons on him, reported Komo News.

Three days later on March 19, Hamner allegedly cut off two Asian women with his sedan near a supermarket, blocked traffic in the middle of the road, and screamed similar profanities at them.

Hamner then got out of his vehicle, charged at the victims who were driving together, and launched an object at them. Jenny Wong, one of the victims, posted photos and videos of her encounter with Hamner on Instagram, according to PM.
