In Georgia, the Dem coaltiion contains far more low propensity voters than the GOP coalition. Historically, the Democrats have done horribly in GA runoffs. And now that Trump is defeated, there is little reason for blacks from Atlanta to vote for some downballot races. Some of the white suburban vote which went to Biden might actually prefer the GOP candidates in the runoff. And last but not least, the GOP has an easier narrative to get its base motivated for the runoffs ("our last chance to stop a Dem trifecta and thus a socialist takeover of the country").

Together with the fact that Republicans had more votes than Democrats in the Nov. 3rd elections for both these senate seats, Perdue/Loeffler have to be heavy favorites.
