Interesting theory, but don't retinal scanners cost something? Likewise, post Holocaust, any form of barcode would likely lead to protests. Auschwitz is still taught about in schools, after all.
Honestly, Georgia's method of providing free State ID cards to those who cannot afford them or simply want the ID to vote makes the most sense to me.
At any rate, it's estimated that 10% of black voting-eligible citizens, 8% of hispanic/brown eligible voters, and 5% of white voting-eligible citizens do not have valid ID. That translates to roughly 10 million citizens without ID.
I agree 100% with ta909. Everyone should have an ID, if for no other reason than they may want a bank account, or like, a job, or something, at some point. While I support charging a license fee for drivers to help fund the DMV, and registration fees for vehicles to help fund the roads, as a matter of course, I honestly believe State ID's should be free to all. Likewise, I tend to think that State ID cards should work more like they do in Arizona, where it's valid until you turn 65, after which point it goes to every 8 years. Thus the only reason to get a replacement is if you do something to drastically change how you look.
