only problem with that narrative is that it's complete bs. the trump spending had only little to do with covid, was overwhelmingly 'pork', and dems only agreed to it to get the desperately needed little help to people, and republicans wouldn't agree to anything more focused on the little guy. the biden package is focused on covid related issues, contains significantly more help to the average american, but republicans oppose it because it's not what their donors want.
if you're not just being a right wing hack in your post, uncritically regurgitating fox news narratives, if you genuinely believe that to be true, you should seriously take the time and read the details of both proposals - because your claim that the recent one is "non-covid spending" while suggesting trump's largely was, is nothing short of absurd...
