Vaccines don't need to have 100% effectiveness to be qualified as vaccines. I'd say having a very high rate (and yes I agree this is subjective) is what they aim for. Depending on the scientist you ask, I'd say the consensus is that 95% or greater is the acceptable range.

But covid vaccines don't even begin to give you any sort of immunity against covid. They merely reduce the severity of symptoms if you catch it. They don't prevent the disease, they merely manage symptoms. In this regard, no, they are not true vaccines.
