Didn’t the respect for marriage act pass in the house weeks ago?

A better solution would be to detangle the government from marriage entirely, imo. Short of that, codifying this is great.

Yes, but that was a different version of the bill.

It has to pass in the house again because there are changes to the senate bill, but it is expected to pass.

I... don't think that's a real factor here. Birth rates, as far as I've checked, haven't changed due to any recent memey internet trend among political identifications in America. They remain below replacement for everyone.
