they don't have to. you're misunderstanding the issue. the point is that locking them away is paid by the taxpayer, whereas the profits made (both for locking the people away as well as those generated from prison labour) are privatised.

This has been done for a LONG time, even pre-private prisons. Illinois prisoners made the license plates for the state for a long time, getting paid like 23 cents an hour.
