I think you underestimate the degree that he has to go to to keep the keys to power happy. Russia could have a revolution from the inside far easier than the UK or Saudi Arabia. Putin could be assassinated by a general tomorrow and nobody would be particularly surprised.

For most of those years, Putin's rule was good for the pocketbook of the generals and the oligarchs. His recent quest to restore former Soviet glory, not so much. Today, a lot of rich and powerful people in Russia have an incentive to turn on Putin, an incentive they didn't have in previous years.
