It is pretty unlikely people would be on low charge, they are almost always full.
If you can walk gas in to my car, i can get out and walk to your car.
I agree If you can get out of your car to get gas then you can leave it to come back for it later. Besides if you are stuck in a snowstorm and even service trucks cant come to your rescue then it doesn't matter what fuel/powersource you are not getting out. The best bet is to get people out with snow trucks. Electric vehicles are more then capable of keeping the heater running as long as a gas car so.
Also situations like these are avoidable especially if you have 1/2 a brain to check weather and being prepared for the conditions. Imagine going to alaska in shorts and flip flops only.
Not to mention EV are only just starting become more common. People will figure it out. There will be EV version for cold regions of this world just have to be patient stick with gas for now
