Newsom and his supporters specifically told Californians to vote "no" on the first question ("should newsom be recalled") and leave the second question ("If there is a new governor, who should it be") empty.
With only unknown rando Democrats on the ballot for question 2, most Democratic voters did just that and left question 2 open. Which is also why Larry Elder, the Republican, was having a clear lead on the 2nd question.
Had there been a noteworthy Democrat on the ballot, one with name recognition, fundraising ability and some kind of institutional support, the first question (the actual recall) would have turned into a referendum on Newsom's governorship and thus prompted some members of the Dem coalition to vote in favor of the recall, greatly increasing its chances of succeeding. By keeping credible Democrats off the ballot, Newsom ensured that the first question (actual recall) was a choice between Democratic and Republican rule in California, which the D side of course won.
