it's literally Biden's job as president to oversee the rollout of the vaccine. that's how the presidency works, as they're in charge of the HHS Dept, which is in charge of the CDC.

you can play word games with yourself to try and pretend this isn't the case, but you're only convincing yourself. even other right wingers know this basic fact, they may disagree with it and prefer that governors and not the president had the oversight to rollout the vaccine without federal oversight. that's a classic states' rights argument. but you're arguing reality, not morality.
