There are two possible stories here.

The first is that China used espionage to get state secrets out of weak American politicians.

The second is that China spent millions of dollars on a program to send hot spies to america. A program that didnt succeed in getting any state secrets but instead got impregnated by a bunch of ugly politicians.

Most people are worried about the former but Im pretty sure the latter happened.

If he tipped off a foreign spy and she escaped then this is either incompetence or treason, in either case it seemed like the fbi knew about her for some time so why didn't they just apprehend her?

We have spies in their country and they have spies than ours. A lot of the time it's actually better to not apprehend them and to just keep a close eye on them so you can get an idea of what their operations are and intercept Communications

I'd wager the former. It sounds like he "immediately" cut off all contact with her, which is something we're specifically instructed not to do when there's an active investigation into illicit activity. But that may not be his fault, perhaps the FBI advised him to do that in which case I'd fault the FBI.

As for why they didn't arrest her, assumably to continue and gather evidence.

Where has that been reported? Are we making more assumptions not backed by hard evidence?

My point wasnt that what Swalwell did was super bad, my point is that he doesnt deserve the praise he was given by IceMage. Not falling for a trap set by foreign agents is the exemplary behavior here, rather than foolishly stumbling into it and then cooperating with the counterintelligence agencies after the fact.

"How impactful was the misconduct" is a different question than "how recommendable or irresponsibly did the politician handle his misconduct once it came out".
