Just for the record: the CATO institute is not a classical conservative institution, let alone of the "trumpy conservative" kind - they are hardcore libertarians. It was literally founded by the Koch brothers, and funded by them and like-minded globalist billionaires. They are ultra-conservative on economic policy, but have always been in favor of free trade and high-volume immigration. For example, over the years, their members have published a ton of op-eds in large American newspapers calling for a version of 'comprehensive immigration reform' which boiled down to large-scale amnesty plus handing out worker visas like candy. On the topic of immigration, the CATO institute is not a neutral, unbiased actor, it is a propaganda rag with a clear pro-migration agenda.
Sure, I don't like CATO either, but the point is just saying "they don't control for unlikeliness to report" is not productive or meaningful, since all the publications that show immigrants are more likely to commit crimes do that and do it intentionally, and virtuaully every other publication no matter how well controlled shows negative or no correlation on immigration and crime.
