After a quick google search, it appears martial law is predictably a murky subject in the US. It's been mostly deployed in the states at the command of state governors. More rarely by the federal government, most famously in Hawaii during WWII.

The SCOTUS doesn't appear to offer much guidance on the subject. Some argue that the POTUS has the authority to declare martial law, some think it should require an act of Congress. The Posse Comitatus Act appears to limit martial law, and the Insurrection Act appears to allow it with state governor cooperation.

I'd probably fall into the camp of requiring congressional approval, at the risk of slower reaction time and political grandstanding, just to add another check and balance. I don't think Trump declared martial law today, but his speech seemed to threaten it.
