Also, the war on drugs is far more complex than half of PARD understands.
People aren't just going to prison for smoking a joint. In fact, marijuana is a petty misdemeanor where I live. It's technically not a crime here.
There's numerous amounts of divergent programs, treatment programs that are pushed for individuals, and drug courts that are occurring and have already existed for a while now for individuals with substance issues. We also have individuals who are high on drugs committing offenses, being released on probation, and then doing drugs again while on probation. The same happens to individuals who consume alcohol with similar situations. After awhile, you get placed into prison when you continue the cycle for long enough.
