Yep. Instead of jail i meant incarcerated. Kidnapped and locked in a steel cage to get specific. Lol.
It turns out the vast majority of people going back to incarceration off a parole or probation are not committing new crimes either.
It's too bad they don't actually address recidividism. The price of choosing punishment over rehabilitation.
Cook County jail is the largest provider of mental health services in the State of Illinois. Now that mental illness and homelessness are criminal our jails will always be full.
