Fake news is at it again. Today Kellyanne has been attacked by the media for stating that microwaves can be used to spy.
She's right.
It's certainly possible to use microwaves (high freq radar) to see through walls and spy. Not microwave ovens unless it's an iHome microwave or something (which would be a problem for all "internet of things" devices). She doesn't say microwave ovens in her quote. Perhaps she is referring to the Range R device used by law enforcement, or perhaps she was told about it and misunderstood what was meant by "microwaves" (radiation, not home cooking devices).
