The emperor is Caesar. It is a title. Before him was Caesar Augustus. After him was Tiberius. So not sure how you could ever assert the notion that Pontius Pilate had no Emperor to answer to.
All historic evidence does NOT point to Pilate being the "run of the mill provincial administrator who wouldn't have listened to the crowds", the guy was supposed to be a peace-keeping governor as understood in structure Alexander the Great as setup by being nice to the Jews, relieving them of taxes, and putting a half Jew in leadership (Herod). If the region was destabalized due to rioting, the governor would be responsible. Just read history man.
In order to keep the peace, the Roman officials were very pleased with the Pharisees, because they also kept people in check. Pharisees received favor from Romans, and that was their method of peace. Pharisees wanted Jesus crucified - and that's what happened.
The emperor is Tiberius. Given there is a multitude of emperors, when you say Caesar, you refer to Augustus or Julius Caesar. The emperors adopted Caesar was a cognomen (Basically a nickname that got passed down) because of the popularity of the Julius and Augustus.
You're completely ignorant of Roman history. The Romans could care less about the uneducated, poor masses who are referred to as convincing the Pontius Pilate in the gospels. The Roman merchants who sold their goods in the province, the rich Jews who paid taxes, those with money they cared about. The Romans viewed all Jewish religious figures, including Jesus with contempt as if they were "barbarians". Look at the Roman treatment of Jews after they started to exercise independence. They crushed the Jews and dispersed them across Europe, the middle east and Northern Africa. The Romans are responsible for crucifying Jesus, but the Roman citizens who wrote the Gospels that spoke of Jesus would have wanted to blame someone else other than their nationality.
