QoL metrics are dogshit, but it's also something of a false dichotomy. If the United States and Canada were to establish free movement and a common border you'd see a dramatic increase in provincial GDP. In terms of HDI, all of the north-eastern states are all significantly better off than their Canadian counterparts. The question is whether Canadians want the QoL and relative wealth of the American north-east, not whether or not they want to have the QoL and relative wealth of Mississippi or Alabama.
I don't think outright annexation is the goal or anyone's real interest. The United States would be happy to establish an agreement of free association (leading towards statehood) with a sovereign Alberta or Saskatchewan, and Carney is dramatically underestimating the risk that comes with further alienating both provinces by way of punitive export tariffs. But the United States' does not want to outright absorb 40+ million largely left-wing voters. Balancing the separate health-care systems would also be a nightmare. The Republicans certainly don't want that, they're set to win the 2030 census decisively. And does anyone actually want Quebec? Even in a situation where Canada and the United States were to merge, the American preference would almost certainly be to see Quebec achieve nominal independence.
What the United States fundamentally wants is unified border policy and free movement of trade and people. Trade barriers between Canada and the United States are eliminating potentially trillions in joint GDP. And given the singular importance of Canada to American national security, the United States cannot tolerate a Canada which serves as a backdoor for Chinese and EU influence in North America.
