No, they aren't, they are literally just get-out-the-vote canvassers. Not only is it legal, its so mundane that its contracted out to firms that freelance it. Did you even read the article you linked? Do you have any clue what two, different stories you are conflating?
Its an accusation of 'poor working conditions' at canvassers getting out a vote.

Its a pretty simple premise, we're talking about actual attempts to subvert the vote, not the room and board costs of contractors doing door knocking.
